Changes in the logistics sector: the new law on customs declarations and the electronic transit system

“The law on the use of customs declarations and the electronic transit system has entered into force, providing new opportunities and innovations in the field of logistics. According to Law No. 3229-IX of Ukraine, which came into force on July 29, 2023, now residents with a guarantee of movement issued by a national guarantor, can issue T1 and use NCTS for internal transit.
The use of NCTS has become more profitable, because it provides priority border crossing for vehicles with T1 goods. The State Customs Service is actively working on the implementation and practical implementation of these changes.
The law also provides for mandatory sealing of goods and commercial vehicles that are under customs control. The State Customs Service has published updated Methodological Guidelines for filling out customs declarations for goods when moving in the customs transit regime to ensure a more accurate and efficient customs clearance process.
The law opens up new prospects for the logistics sector and promotes the development of transit and export business. New opportunities make it possible to improve the efficiency and transparency of logistics processes and contribute to the progressive development of the industry.”
