New eQueue Rules for Trucks: What Changes for Carriers in 2025

Ukraine’s digital border queue system, eQueue, has introduced new regulations affecting truck scheduling, border planning, and logistics operations.
The updated rules aim to reduce misuse, improve punctuality, and create a more predictable traffic flow across checkpoints.

Key change

1. Arrival time extension — only once every 60 days

Each truck may extend its arrival window only once within a 60-day period.
Extension options remain the same: 4, 6, 8 or 10 hours.

The intention is clear: extensions should be used only for legitimate reasons — mechanical issues, emergencies — not for picking a “comfortable” time slot.

If a carrier replaces the truck (tractor unit) in the queue and uses extension for both vehicles, the system counts this as two separate uses, resulting in a 60-day cooldown for each.

2. 14-day block for repeated violations

A truck will be blocked from creating a new queue entry for 14 days if the system records:

  • two consecutive cancellations while in “on entry” status;
  • two consecutive failures to arrive at the checkpoint;
  • two cancellations within 30 days made less than 24 hours before the scheduled arrival.

This rule targets carriers who repeatedly disrupt queue traffic and complicate the border flow.
