Is the worn-out vehicle fleet of Ukrainian carriers a given time or a desire to get superprofits?

On Ukrainian roads, they began to actively combat the overload. The budget is replenished with impressive incomes from fines, roads are slowly being made, and fear of weight control forces carriers to work in the legal field. But more than 20% of all accidents continue to occur with the participation of trucks. Often, the fault is not even a bad condition of the roadway or inexperience of the driver, but a banal technical malfunction.

The average age of a truck in Ukraine is approaching 20 years, and the exact statistics are better and do not look to avoid a shock. Let’s just say that 63% of cars are older than 10 years. The park of most carriers is worn out, in an unsatisfactory condition or is hopelessly outdated. Of course, knowing that the cost of goods in the store is laid record for Europe logistics costs, hearing about it is amazing, but the fact remains. It is not completely clear what the reason for the reluctance of companies to spend money on buying new equipment, but let’s try to figure it out.

Dollar, leasing and unsystematic

In recent years, the economic situation in Ukraine can not be called stable or promising. According to news.finance, more than 90 banks are being liquidated today and only four are under temporary administration. A similar situation exists among leasing companies, whose services were previously actively used by carriers.

Unlike banks, they do not practice a floating loan rate on contractual obligations, usually tie it to the dollar and instantly react to any even tiny delays in payment by applying for property seizure. To work with these creditors in an unstable market is more expensive, but to buy equipment for money taken from the company’s turnover few people are capable of – the capital is not just missing.

The state could break the vicious circle through the adoption of appropriate laws to liberalize the terms of lending to the business or tighten control over the technical park, as done in Europe. For example, for cars that have reached the age of fifteen, certain restrictions are imposed on the types of cargo in the EU – the carrier does not have the right to issue them for the road in specific cases, and is forced to think about updating.

True, in the West, dozens of years have been working on intelligent transport systems designed to rationalize computer time. If our truck is idle on average 70% of the day, then in Europe, not more than 30%. Of course, using the technique wisely, you can get additional funds for its purchase, and increase revenues to the budget. But our country is still very far away from this. There is no legal basis, no conditions.
