From December, new export rules are being introduced in Ukraine, which apply to various types of goods. The export support regime, introduced by the Resolution of the Cabinet of Ministers of Ukraine dated October 29, 2024 No. 1261, establishes additional conditions for customs clearance of products.

List of goods covered by the new regime
The product categories subject to the export support regime include:
- Food products: honey, walnuts;
- Cereal crops: wheat, rye, barley, oats, corn;
- Oil crops: soybeans, rapeseed, sunflower seeds;
- Vegetable oils: soybean, sunflower, rapeseed (refined and unrefined);
- Waste from oil extraction: cake and other residues.
Exceptions to the new regime
The regime does not apply to goods that:
- Are used as supplies for vehicles under Art. 229 of the Customs Code of Ukraine.
- Have a phytosanitary certificate in accordance with the requirements of the Law of Ukraine “On Plant Quarantine”.
- Are exported as humanitarian aid.
What changes from December 1, 2024?
- Declaration:
- In column 44 of the export customs declaration, a tax invoice with the document code “9402” must be entered.
- In column 37 of the additional declaration, the movement completion code “84” must be indicated.
- Minimum possible export prices:
- Set in accordance with Article 19-2 of the Law of Ukraine “On Foreign Economic Activity”.
- Prices are calculated by the Ministry of Agrarian Policy and published on official resources.
2. Value control:
- If the invoice value of the goods is lower than the minimum allowable, the declarant is obliged to submit a new customs declaration with the appropriate changes.
3. Periodic customs declarations:
- Products processed under them until November 30, 2024, do not fall under the new regime.
