EU tightens driving rules: what this means for business

The European Union has adopted new regulations under which driving bans will be enforced across all EU member states. This means that if a driver loses their license in one country, they will automatically be prohibited from driving in the others. For international transport operators like Neolit Logistics, this is another step towards safer and more predictable logistics.

Why is a unified ban system being introduced?

Previously, due to different national penalty point systems, situations arose where drivers banned from driving in Poland could still legally drive in Germany or France. This will no longer be the case.
A unified system will help to:

  • increase driver responsibility on international routes;
  • reduce the risks of accidents caused by undisciplined drivers;
  • simplify checks for transport companies.

How do penalty point systems work in Europe?

Each country will still maintain its own point system, but the consequences will now be the same throughout the EU. For example:

CountryPenalty point system
PolandLimit — 24 points (20 for new drivers)
GermanyLimit — 8 points, stricter assessments
FranceStarts at 12 points, deductions for violations
Italy20 points, can be restored through safe driving
SpainStarts at 8, up to 15 for accident-free driving
Denmark“Klippekort” system: 3 warnings in 3 years leads to license loss
UK12 points over 3 years, only 6 for novice drivers

The new RESPER database: what does it mean for logistics?

A single RESPER database will be created to allow national authorities to instantly inform each other about drivers banned from driving.
This ensures:

  • real-time control over drivers on international trips;
  • the ability for transport companies to check driver histories before departure;
  • reduced paperwork at border crossings.

What does this mean for business?

For companies like Neolit Logistics, this is primarily a new level of transparency.

  • There is no longer a risk of a driver banned in France setting out on a trip to Germany.
  • Easier monitoring of driver discipline and violation histories.
  • Less chance of unexpected inspections or sanctions.

Why is this beneficial for clients?

Our clients also benefit from this:

  • safer cargo transportation, as disciplined drivers are guaranteed to be behind the wheel;
  • fewer border delays since all data is checked automatically;
  • more predictable logistics, which is crucial for time-sensitive deliveries.
