From April 2025, Bulgaria will introduce new toll fee regulations for using its road infrastructure. Temporary rates will apply until August 31, 2025, after which permanent tariffs will take effect starting September 1, 2025. These changes impact international transportation companies, especially those operating freight or passenger transport via Bulgaria.
What’s Changing?
- Toll rates are increasing for heavy vehicles.
- Compensation fees for unpaid road usage will be adjusted.
- New penalties will apply for late or missed payments.
- Higher prices for vignettes (required for vehicles up to 3.5 tons) from May 1, 2025.
- Expanded video surveillance, including 295 stationary and 105 mobile cameras, plus control by the Ministry of Interior and Customs at border crossings.
Compensation Fees (April 1 – August 31, 2025)
- Trucks >3.5 t up to 12 t: 139 BGN / €72
- Trucks >12 t (2–3 axles): 383 BGN / €196
- Trucks >12 t (4+ axles): 540 BGN / €277
- Passenger vehicles (up to 12 t): 53 BGN / €26
- Passenger vehicles (>12 t): 66 BGN / €33

- EURO V: 66 BGN / €34

- EURO VI, EEV: 178 BGN / €91
- EURO V: 189 BGN / €97
- EURO III, IV: 194 BGN / €99
- EURO 0–II: 205 BGN / €105
Trucks >12 t (4+ axles)
- EURO VI, EEV: 250 BGN / €128
- EURO V: 257 BGN / €132
- EURO III, IV: 268 BGN / €138
- EURO 0–II: 305 BGN / €156
Passenger transport vehicles
- Up to 12 t, EURO VI: 26 BGN / €13
- Over 12 t, EURO VI: 33 BGN / €17
- Older emission classes will be charged higher fees accordingly.
Penalties for Non-Compliance
- Passenger vehicles without a valid vignette: 300 BGN / €153
- Trucks with unpaid tolls or no route permit: 1800 BGN / €920
- If license plate is unreadable or covered:
- Cars: 500 BGN / €256
- Trucks: 3000 BGN / €1533
If the compensation fee is not paid immediately, a protocol is issued. The driver has 14 days to settle the payment, or else a full fine applies.
How to Pay
- POS terminal payments on the spot using a card
- Cash payment at border checkpoints
- Bank transfer using the protocol number for reference
