Changes in customs control in Ukraine from November 7, 2023: what you should know NEOLIT ™

In one week, starting from November 7, 2023, new rules regarding customs control and clearance for both import and export goods will come into force in Ukraine. Information about these changes was provided to Logist.Today according to the press service of the European Business Association (EBA).

Companies that could not obtain the necessary simplifications and benefits provided for by the Customs Code of Ukraine or the Convention on the General Transit Regime will be required to present their goods to customs. This means that they will have to deliver the goods to customs, where customs clearance will be carried out. Unfortunately, the number of companies that have already taken advantage of the simplifications provided for in the framework of the Authorized Economic Operator (AEO) and the common transit regime is quite limited, according to the EBA.

It is important to note that the business’s proposal to postpone the introduction of the mentioned changes, in particular, to cancel simplified declarations of the EA type, did not receive support at the meeting of the Committee of the Verkhovna Rada of Ukraine on Finance, Tax and Customs Policy. Also, certain provisions of the Customs Code, which allowed to avoid presentation of export goods to customs, will be removed. Representatives of the State Customs Service noted that they are ready to implement these changes and, if necessary, are ready to transfer the relevant units to a 24-hour working mode.

The State Customs Service will inform about these changes on its official resources and social networks. In addition, they plan to create free customs control zones, where it will be possible to present goods to customs, declare them and seal them for export without having to pay for customs terminal services.
