The Norwegian association is concerned about the number of trucks getting stuck blocking local roads, sometimes for hours. As it turned out, most often foreigners are the drivers of heavy trucks.
The Norwegian winter is harsh and very snowy, and drivers in other countries are not used to such conditions and do not know how to properly put on snow chains or how to drive on slippery roads. Therefore, the Norwegian Truck Owners' Association came up with the idea of introducing a "winter certificate" for foreign drivers. It is not yet known whether a positive decision will be made on this issue.
The very idea of a "winter certificate" is not new for a long time. For the first time, the Norwegian Labor Party came up with a proposal to introduce a "winter driving license" in 2014, and two more parties joined the initiative two years ago, but both times the innovation was rejected.
