As of September 4, 2025, Ukraine introduces an export duty on soybeans and rapeseed (including both crushed and uncrushed) under tariff codes 1201 and 1205. The initial rate is set at 10%, gradually decreasing by 1% each year starting in 2030, until it reaches 5%.
However, there’s a key exemption: farmers exporting their own harvested crops and agricultural cooperatives exporting produce grown by their members will not be subject to the export duty.
For logistics and customs operators, this change brings new layers of complexity. Knowing the HS code won’t be enough — you’ll need to verify who owns the goods and whether they qualify for exemption under the new rules.
