Implementation and development of transit potential of Ukraine

Undoubtedly, Ukraine has a favorable geographical position, through its territory undergoing major transit flows between Europe and Asia and the Black Sea port of freezing, and an extensive network of railways and highways create the necessary further development of our advantages.

     Transit up to 40% in the structure of foreign trade flows which are sent across the borders of Ukraine. This is primarily due to:

– The development of international transport corridors (ITC);

– Available in Ukraine production capacity of transit cargo in the commercial sea ports;

– Revival of the aviation industry.

     Irreparable damage to the transit flows caused the global financial and economic crisis, from 2008 to 2013, this type of transport has more than tripled.

      During this period there was a decrease in the volume on the carriage of goods by rail Ukraine by 59%. This is due to the reorientation of traffic on road transport, which increased 7.9-fold, and its share in the transit traffic has grown more than tenfold. The volumes of shipments which are carried by sea, rose from 4.9 to 6.7 in the total volume of transit cargo. In the period from 2005 to 2008. there was an increase in volumes of transit goods, which were transported by river transport (7.4-fold), which later was completely lost under the influence of the financial crisis.
Ukrainian Logistics eyes of international experts

    In 2012, our country has taken place -66 (out of 155 countries) in the “Ranking logistics efficiency» (LPI) of the World Bank. Moreover, our country fell into a group of 10 countries that showed the greatest improvement over the past two years. Let me remind you that in 2010 we were on the 102 site. But already in 2014. Ukraine improved its performance and was on the 61 th position. Also an improvement in the transit market in Ukraine says “Index logistics efficiency.”

World Bank study “Index logistics efficiency” is held every 2 years,

since 2007, using questionnaires transporters and express carriers worldwide.

Estimated six criteria: efficiency of customs and border clearance; trading and quality of transport infrastructure; easy organization of international transport at competitive prices; quality and competence of logistics services; the ability to track the passage of goods; timeliness of delivery.

The higher the index of a country, the more developed is its logistics system.

According to research, the most developed country in terms of the logistics world, recognized by Germany. Its total value of the index was 4.12 points, and the most worst results were in Somalia -1.77 points. Dynamics of national logistics performance index shows that the logistic system of Ukraine progresses, this year it amounted to 2.98 points.

      Despite such positive in assessing our transit market by foreign experts, and undoubtedly positive growth dynamics logistics efficiency, the industry is not in the best condition.

  And mainly because of the high cost of transshipment and excessive regulation of transport activity of state agencies. Among the major drawbacks of a huge corruption at the border, wrestle with which would solve half of the problems arising from exporters. If the state will solve all these problems, then we will be able to make maximum use of our truly colossal transit benefits.
