Dynamics of obtaining AEO authorizations in Ukraine: successes and prospects

Over the past four years, the Authorized Economic Operators (AEO) program has demonstrated significant success in Ukraine. According to the notification of the State Customs Service of Ukraine, 48 Ukrainian enterprises received 50 AEO authorizations. This indicates the active involvement of Ukrainian business in the processes of customs modernization and integration into global trade networks.

Rapid growth and comparison with the EU

The dynamics of obtaining AEO authorizations in Ukraine coincides with the trends observed in the European Union in the first four years after the implementation of the program. The largest increase in Ukraine occurred in the fourth year, when “local simplifications” without authorizations were abolished. This approach turned out to be more effective than in most EU countries.

For comparison, in the European Union in the period from 2008 to 2011:

  • 17 countries, such as Denmark, Ireland, Slovenia, the Czech Republic, had similar or lower growth rates of authorizations.
  • 8 countries, including Great Britain, Austria, Belgium, Sweden, showed higher rates.
  • Only three countries (France, Germany, the Netherlands) significantly exceeded the pace of Ukraine.

Requirements and prospects

Ukrainian enterprises seeking AEO authorization are faced with strict requirements regarding the preservation and restoration of documents, as well as other business processes. However, it stimulates business to raise standards and improve internal procedures, which in the long run contributes to increasing competitiveness at the international level.

Obtaining AEO authorization opens new opportunities for Ukrainian companies to simplify customs procedures, reduce risks and costs, as well as increase the efficiency of logistics processes. This is an important step towards Ukraine’s integration into the European and global economic space.
