New rules for issuing international certificates: what will change for logistics in 2025

From January 11, 2025, the new Procedure for issuing international certificates and other documents for food products, approved by the Ministry of Agrarian Policy and Food of Ukraine, came into force. These changes are aimed at improving product safety control and bringing Ukrainian legislation into line with EU standards.

However, the updated requirements affect not only food manufacturers, but also freight forwarders and logistics companies, since they are responsible for checking documentation and compliance with international standards.

Main changes in the Procedure for issuing certificates

According to the new Procedure, clear requirements are introduced for the issuance of international certificates required for the export of food products. Main innovations:

  • Market operators are required to submit an application for a certificate to the territorial body of the State Service for the Supervision of Food Safety and Consumer Protection of Ukraine or another authorized person.
  • The list of documents required to obtain an international certificate has been determined.
  • The procedure for issuing a pre-export certificate has been outlined if the country of destination is unknown at the time of shipment.
  • The mechanism for replacing or reissuing an international certificate has been regulated.

These innovations have a direct impact on logistics processes, so companies need to adapt to the changes in advance.

When can a certificate be refused?

The updated legislation provides for several grounds for refusal to issue an international certificate. Among the main reasons:

  • Lack of necessary information in the application or submission of false information.
  • Inability to physically inspect the cargo.
  • Non-compliance of products with the requirements of the country of destination.
  • Failure to eliminate errors in documentation after receiving a notification from regulatory authorities.

These factors can cause delays in transportation, so it is important to carefully check the accompanying documents before sending the cargo.

How can logistics companies adapt to the new requirements?

To avoid risks and prevent cargo from being stopped at customs, logistics companies should:

  1. Check the availability of the necessary certificates before clearing the cargo.
  2. Cooperate with qualified forwarders who have experience working with international documentation.
  3. Use digital tracking and logistics management systems for prompt control of the availability of certificates.
  4. Communicate with customers in advance to avoid problems with documents when crossing the border.
